1. Systemd user session allows to select priority of task to be killed once resource was too low.
2. KWin-wayland already set active window to be more prioritized in cpu manner. Idea is to do 2. but about selecting process to be killed (so app with active window will be less probably the victim to be killed). Also, user may click star on task manager, so process will obtain more CPU time and probability to kill it due resource insufficiency will be lower. Plasma-monitor could also provide star column in programs tab. Why? When I play game, I dislike it will be killed, but maybe there will be other important job (like file copy operations). So I star dolphin and ran game. When something goes wrong, dolphin still working, game still working, but other (unnecessary) process will be killed. People will automatically mark important task due it will receive more CPU.
