Drop Folder Next to Tab to Open as Tab

The idea is that when you grab a folder, drag it to the tab bar, and then drop it in the blank space next to the existing tabs, it opens that folder as a new tab. This would work when dragging from the the file browser, folder panel, places panel, and maybe even the breadcrumb-style address bar.
