Currently, Konqueror allows you to specify which page you want as default on launch.
This should be expanded to tabs as well (not only a web page but also the bookmarks page or whatever could fit there).

I'd like to add that the default Konqueror home, about:home, should have a search box for every "Web Shortcuts" search engine that's enabled in Konqueror's settings -- most of the time when I open Konqueror I'm going to search from one of them anyways. It would save the step to have them all laid out on one page.
