I think that It is usefull when you are installing new *nix system with KDE4 import setting from existing one.
There are 2 sub-ideas
1) to import from your previous installation - so you have acces to KDE4 service files at least by ssh
2) to import from someone other KDE4 installation with no read acces to his ~/.kde4 files - for example you like his plasma and want the same one.

The second sub-idea is weak, but first I think can be very usefull.
