kde-env: Network Profile Detection

It would be great if KDE is able to detect the current network-environment upon the IP address or DNS server address or … (this should be configurable). So, if you are plugged in at work (with your Laptop) then it could detect this and load a special network-profile, where your proxy-settings are located and maybe some other things. This should be happened automatically.

What would be needed?

* something to detect “network is plugged in / off” => this could be solid
* a profile-configuration wizard
o possibility to set proxy-data
o possibility to create rules which defines when to use this profile
o a profile name (maybe for applications so it is possible that they change their behaviour - plasma switch it’s activity and so on)
* and a daemon which could change the current running profile
o emit a dbus-signal “profile changed”

That’s it - a simple but nice feature, at least for me :D
