I believe the solution is in the page. KDE allows to create and install theme. Personnaly I like the theme we have after the first boot. So, we can enter in a big discussion to know what theme is the more beautiful but I am not sure it would be very productive.
The theme you suggest is beautiful but I don't think the can cut the Gordian knot so easily.
