2-layer QT rendering

The premise of this idea is to allow programs to have 2 "layers" of themes in QT within a program.

One layer would be dedicated to tasks that don't affect or directly relate to the content. This would be things like opening new windows, menu-bars, ect. So if you're editing an image for example, this first layer would not affect the image.

The second layer would be reserved for the "work area" or "viewing pane", and directly relates to the content.

This take on design would be to...
- Increase contrast between "dangerous" and "non-dangerous" elements on screen
- help designers "clump" related elements together in their programs
- Increase visual depth in window designs / cosmetic values
- Centralize the "viewing pane" look (programs currently use several custom "overlays" on top of content)

In addition, users could easily turn this off, all that would be required is to have the "layers" use the same theme.

Mockup attached, please ignore the panel/window buttons. I'd like to make a better version later that's specifically KDE-style.
