Please rewrite your idea as I don't really know what you're talking about.
Please explain the current situation, what you wish to happen and how would that affect KDE usability. Until then I'll mark it as Not an Idea. Thank you for your input on how to make KDE better

Let me explain, when i read a long text on wikipedia for exemple, if the text is 3000 words, if i put a bookmark in my browser, and quit the navigator, next time i use the bookmark, it send me in the top of the page. I have to search where i was reading. So i wish that my navigator to ask me when i put a bookmark, if i want to bookmark the page, or the page and the last word i read. So next time i only have to continue reading without looking for where i stop.

Hmm... this is something that should be worked into Konqueror's "Sessions" feature. This is how sessions works in Firefox -- when you restore a session you haved saved, it scrolls you back down to where you were. I just tried in Konqueror and it didn't stick.
