after you drag a window, when you release it will mantain some inertia for a while and then slows down. like friction: new speed = current_speed * (1-coef_friction)
could be an option you could turn on and off in desktop customization. you could possibly even change the amount of friction (off would be infinite friction)

I think those are separate ideas - this sounds more like a KWin effect.
