Sorry, but actually there are a lot of KDE-applications with GNU/Linux-dependencies. For example some Kopete-plugins.
When there would be an option in KWin to freeze the application, that shouldn't be a problem.
I think it would be good to enable freezing using SIGSTOP and SIGCONT first. The HD-freeze would be an optional feature for new Linux-versions.

Three more use-cases:
1. Automatic backups
2. Freeze using something like ctrl+alt+esc (of course with another shortcut)

This could be available for Linux users only. It's not our problem others are behind. While Linux offers OpenGL 2.1 support for Ati cards, but bsd and solaris does not, kwin has no problems with providing such support. The same about bluetooth support, ALSA etc. Cross platform doesn't mean waiting ten years when everyone will catch up.
