So this idea takes off of the multi-row tab feature of Tab Mix Plus for Firefox, with configuration options for:

- Minimum & maximum width of tabs (cm/pixels/however)
- Maximum tab rows before a vertical 'spillover' scrollbar appears
- Position of tab row 'spillover' scrollbar (to the left/right of the tab rows)
