Currently when you hover a mouse over many UI elements, such as the buttons on the window title bar, the scroll bar, and other items, you get a nice blue glow (or red, in some cases). I think it would be better, however, if the glow got slightly brighter and dimmer in a cyclic manner. It is a subtle effect that I think makes the system seem a bit more alive.

Something that looks like the selected item glow in MacOS? That'd be nice.

My favorite theme for KDE 3 was Polyester precisely for that reason. A lot of the GUI elements fade in and out as you hover over them.
There is also a version for KDE4, but I still use Oxygen because it is not as configurable yet and I still need to figure out a nice color scheme for it.

Also Bespin (what else ) has a similar feature and can animate the buttons.
So it's possible, just there are not many window-decos that use that.
