KDE 4 has kbluetooth, but it only exists as a system tray icon. I would very much prefer to have it available as a plasmoid. On the panel clicking it would probably pull up two lists, connections and detected devices, with connections labelled as "trusted" or "untrusted", and detected devices probably being refreshed whenever you click the plasmoid. The color would probably show whether it is connected or not, perhaps with a number showing the number of connections.
Alternatively, or additionally, bluetooth support could be integrated into the network manager plasmoid, which might be more organized but I do not think it is likely people would guess to look there unless they were told to.
