Add ability to scale icons not only proportional

So this idea from Ubuntu Brainstorm would be easy to do by the user. Couldn't this be done easiely? I want to use a picture of a guitar for my music application. But the image isn't as height as width. this is what i want to have JanMalte, proud to be a member of KDE forums since 2008-Oct.
