[KWin,Konsole] Send Signals and Change Priority via Context Menu

Hi!
It would be useful, if there would be submenus in the title-bar's context-menu and in the context-menu of the Konsole while executing a process to change the priority of the process and to send signals to them.
In KDE3-Konsole it was possible to send signals. But those menus in KDE4 would be even more useful if appliable to "normal" windows.
