Okular like scrolling in all apps

I just found out about a great feature in Okular: when in browse-mode, you can scroll by holding down the left mouse button and dragging the document. But the best thing about this is that it wraps around when reaching the bottom or top of the screen. This means you can keep going down with your mouse until you reach the end of the document.

I would love to see this in all KDE apps. This would make, for instance, browsing large websites much easier in Konqueror.

It would be necessary, though, to assign a modifier key for this since there must be a difference between dragging to scroll and dragging to select.

let it be configured ( i may want to use the right button instead / switch this mode on off with scroll lock / etc)
