For KDE 3 there was a ftps-KIO-slave. (I think in Kasablanka)
It should be ported to KDE 4.

It's implemented. There is a Kasablance KIO-Slave for KDE4.

That's partly true. It is not part of KDElibs and therefore does not seem to be supported very well. It does allow to permanently accept self signed certificates and it is not supported in network resources configuration assistant.
