Its enough for the need . But I strongly believe that it should be made default , because first impression is the best impression . The existing default window decoration isn't impressive . Compared to the beautiful plasma theme , it is awful. If the change will cause huge performance retardation , there is no need of making it default .

At the new features of kde 4.3 , I have found :" Window manager elements now follow the Plasma theme" . Is it similar/same to what I have told ?. If not what does it mean?

I am not sure that it is even possible, based on KDE policy, to change the default theme over the course of a release. Maybe someone else could enlighten us on this.
I meant oxygen. It is fixed.

Why not to leave this to distro to choose the best option for its users? |

It is not problematic to change the default theme (at least, it wasn't when plasma theme is concerned - it has changed since 4.0 twice). But, I don't think it will be, nor that it should be. The default decoration has ways to be improved, but it fits the widget style perfectly.

The colors and icons in the oxygen window decoration match the colors and icons in the dolphin widget style and icon style.
