Window decorator must follow plasma theme

The window decorator theme should follow the plasma theme. That is the window borders should be same as that of the border of plasmoids. It should not be must . The user may be given an opportunity to choose between window decorators like plasma theme, plastic,oxygen,cde etc.

I don't agree this should be required, but I do think it would be a nice option.

Well developers of plasma themes could just also provide window decorator themes too

That idea was submited in bugzilla, kde-look, and in this forum too. But I don't think that developers can do this.

For the transparencies, I heard that the solution will comes when QT supports ARGB (maybe for QT4.5 or 4.6)

I think that Qt 4.x supports ARGB for several years now.

yeah you are right. It was because of this ARGB support that the KDE moved to KDE 4.X

I think Yes. But the author doesnt have any will to make it default. I have a doubt . What does a new theme engine mean ? Is it just a window decorator style like plastic or oxygen?

It is probably more like Dekorator, which is accessed like normal window decorators but allows you to then select the dekorator-compatible decoration you want from within the window decoration configuration window. As for not making it default, that would never happen. Oxygen is the default, probably for the remainder of KDE 4.
