Hello,
most mouses have only a scroll wheel that makes the user able to move pages up/down.
There are mouses that have two scroll wheel, so the user can move up/down and left/right.
The idea is to give the ability to move left/right also to mouses that have only a scroll wheel.
ie: normally the scroll wheel makes the page move up/down, but
when "meta" is pressed, the scroll wheel makes the page move left/right.

What about this idea?

What do you mean?
Yes, you can scroll horizontally by hovering horizontal scrollbar and moving the scroll wheel, but you need to move from your actual mouse position...

Oh 'meta' - did you mean beta key on keyboard? If so, I misunderstood you
