In KDE 4.3 Gwenview has a "tags" column and a "history" tab in the home view. The tags column remains even when nepomuk is off, but it just shows an error message saying nepomuk is disabled. Similarly, the history tab remains even if history is disabled, but it just shows a similar error message. At least for the history, if you turn history off (which you have to do manually), I think the history tab should be gone as well. For tags I can see having a message at the bottom or top of the page saying tags are disabled because nepomuk is off, or an error message when gwenview first launches with a check box to not show it again, but having an entire empty column taking up half the window seems inefficient to me.
