You can have plasmoids on the screensaver, but the Problem is if you want to use e.g. Notes and you write down some notes on the plasmoid at your Desktop they aren't at the plasmoid you see at the screensaver.
So I'd propose the function to use the Dashboard/Desktop as screensaver (or maybe just their plasmoids)
