[KPart] universal command line

along with the idea of better keyboard navigation for dolphin i had an idea of a universal command line.

the idea is to make a command line (basically a lineedit) as a kpart which provides an api for registering commands along with a callback method (or similar, don't know if that would work with signal/slots).

basically an application (let's say dolphin) pulls in this kpart and is now able to register commands on this command line. now the user can trigger the universal command line (to make it visible) and can now type all the registered commands in this lineedit to (create directories, filter directory entries, compare files, ...).

konqueror could do the same thing and register some other commands (goto url, go back, refresh, bookmark, ...)

kate/kwrite could do it to provide some editing commands (kinda like vim).
