[kde] protection rewiting settings

Many times I lose mysettings for KMail, plsama, etc, because of full disk!
KDE should have some protection rewiting settings like:
1. write a new file settings -> echo "a new settings" > ~/kde/app.settings.new
2. rename old settings -> mv ~/kde/app.settings ~/kde/app.settings.old
3. rename new settings -> mv ~/kde/app.settings.new ~/kde/app.settings

It is very simple and very very useful for everyone with small free space on harddisk
