Some ideas appear more than once. And are voted on independently. It would be nice if the forum could manage the merging of these threads, including the associated votes.

not a great idea, IMO

The idea descriptions are what votes are based on. Different people can write different descriptions of similar ideas, thus affecting the way people perceive it and vote on it. By merging them, you would in fact carrying over negative votes that might have stemmed entirely from a bad or incorrect description. Same for positive votes.
