KDE 4.3 has introduced per-desktop plasmoids, which is an excellent notion. I suggest to improve on it as follows:

a) All plasmoids can be 'pinned' and be present on all virtual destkops
b) Per default, panels are 'pinned' (as now) but can be restricted to the current destkop

It might be a bit tricky to implement, because it should still be possible to move around a pinned plasmoid independantly on each desktop.
