This idea is relatively simple: when you set an image as the wallpaper, we currently have a list of ways to display it like, "Scaled", "Scaled and cropped", "Centred" etc.
This would add an, "Interactive" option to the image, which would blow the image up to its full size and let us click-and-drag it around with the mouse.
