Today, we have to click on a little button to resize plasmoids and rotate them, that is uneasy to use, and not very intuitive.

I think resize plasmoids like windows is more intuitive. Simply drag a corner of the plasmoid and that's all.

Ok, but clock has no corner. But you can drag an edge of the clock to resize it.

Rotating with only one click and without handler might be harder. For squared or round plasmoids, that's not a problem : drag the corner allows resize and rotate, but for non squared plasmoids ...

This idea reminds me an old bug report:

Why not do it this way?

1. By starting of resizing draw the diagonal line (the black one)
2. By moving the mouse along this line --> resize
2. Moving the mouse left or right from this line (the yellow line) --> rotate the plasmoid

Not a bad idea 1hero2 but it only works for square plasmoids. But not for rectangular plasmoids ...

It works for rectangular plasmoids as well (the diagonal is easy to build for both). The only problem is that it allows resize only with constant aspect ratio. For exaple, if you want only brighter plasmoids, you can't have it.

Or simply use the way OOo or MS office resizes and rotates rectangular shapes : Normally resize, and toogle rotate mode with a click.

But not all plasmoids are square or rectangular. The clock is just a circle. This would break consistency and, for all intents and purposes, remove the ability for developers to create a differently shaped plasmoid.

Plasmoids aren't windows.

The clock is squared, but it is also a "square like"
Many beginners KDE users are disturbed with those buttons to move plasmoids. To make them move and resize like windows can help them use plasmoids.

What's the problem in having circle clock acting as a circle inside a rectangle(google translate says: "circle inscribed in a square")? Building a diagonal for that wouldn't be as easy as for regular rectangle. That should keep the consistency.
