Create cloud service to share ontologies. People would connect one file to each other or connect files to tags. This service needs to count checksums of each connected files. People would vote on assemblies, like: "yes 2Pack music is connected to Wikipedia page about 2Pack and Photography of 2Pack".

Ex.:
I mark official blog of some music group as "band name" tag. I share this information. Administrator could check this information don't contains/linking to some illegal material. Once information are marked as secure(for children, etc. ), another users can vote negative/positive on my map. It looks like Google or Wikipedia, but contains mind database and works similar to internet shop(connectors with more positive votes are much important than others).

One think is important: we must save files checksums, so it can be illegal. This point can change my mind, but as now i hope to see this feature in KDE SC 4.5.

Sorry I have no idea what's your idea about...
I hoped someone else will "tackle" it...
I don't know what do you want to achive how would it benefit KDE and KDE users...
The only thing that is clear, is that you wish something to be connected through internet and publicly accessible. Which sounds really unsafe to me..

Oh could you change the title of idea, it's not very descriptive...
Something in terms of "shared ontologies" would be the safest choice...

Good idea. +1
Some thaughts:
1. It should be integrated into Nepomuk
2. It could be used to make desktop search/KRunner better
3. It should be possible to use personal connections
4. There should be P2P transactions of connections
