Allow to set window to penetrability mode.

Add simple button on window border, making it penetrability. This window would be automatically set to always/stay on top mode, transparent(50% by default) mode and all signals(actions) on client area would penetrate window(would been send to window below that window).

This could be great to watching video, when working.
We could enchantment dashboard too.

would be better if the window only got transparent on mouseover, but either way it has my vote :)
