add german dvorak type II layout to ktouch

dvorak in many different languages is already in ktouch.. but the germans have to use neo2 as the only single alternate layout...

ps: i am already working on a xml file..

pps: my dvorak layout and the new german dvorak lectures are submitted to svn (4.4 branch) - thx to j.p.whiting
