As of now, when editing a feature of the desktop, you lock/unlock everything. This idea calls for being able to unlock specific elements of the plasma desktop while leaving others locked.

For example, I regularly edit my dock, switching and moving launchers, but I never edit my desktop. Under this idea, I could unlock only my dock, and keep the desktop in its locked state.

If you move a plasmoid from an unlocked area to a locked one, it might be considered a deletion.
