Allow to add bookmark onto text documents. It could work like Okular or Dolphin bookmarks system. Also, Kate should add option restrict this bookmark to view of this document.

What about the existing Kate bookmark system do you find deficient?

We cannot open existing document using bookmark system. It should work similar to Dolphin's bookmark system.

Maybe the bookmark system could be implemented by using Nepomuk. I think it'd be great to have bookmarks shared across many apps.

I think the system should do more for content manager, such as the document content search (maybe strigi).
The bookmark/tag for documents is better than file-name, but it is not enough for the content manager.
strigi/google desktop search is too slow at present.

Quite of similar. We can, of course, search window in krunner. But we must still remember, where some information is included.
