How about integrating the chalkboard into the notepad? The text would always remain above a drawing, and the user can draw on the pad. Drawings would scroll with the text. The "T" for advanced text controls would instead change "modes" between draw and type. Advanced text controls would only show up when the user has actually focused on the plasmoid. Additionally, colours for the drawing functionality would only show when in draw mode (where the text controls are). The scrollbar might have to be dependent on text height, and not drawing height. If we wanted to go all out, we could decide the luminosity of the drawing lines based on being lighter or more faded than the text.

As a side note, possibly change the default font of the notepad to "Purisa" (or another "hand drawn" font) where available, as it's technically more suited to the scrawl-like notepad.

Way ahead of you, I've edited twice. The ideas in the second comment are separated because their technically additional ideas; The font part is, at least - I should probably move the scroll-part up into the main idea.
