If you clicked Kickoff you get five categories one of them is Applications. When choose the Applications category you get to the Applications menus (Internet, Graphics etc...) When clicking in one of these menus and want to get back to the previous menu you have to click on the bar which is placed in the left side.
The idea is so simple: I want to change the place of the bar to be in the right side or on the top side or bottom side. Also in Arabic language interface (Arabic is right to left language) you will get the bar in the left side and not in the right side. What is the use-case for this?

I don't know about allowing it at user's choice (as customization), but it is I must in internationalization. It should be as you say for Arabic locale (at least by default).

Use-case means in what scenario would such a feature be useful or required. Which workflow would benefit from such a feature.

You should write a bug report for this one - bugs.kde.org - IMO, this is not a feature request, but a bug.
