Ability to set color schemes for individual application

The idea is pretty straightforward, let the user via the window behavior system choose color theme for selected application.

For example, I want obsidian coast theme for the terminal and dolphin, but Oxygen cold for Konqerour and Kate!

I know I would use dark themes on graphics apps for sure, possibly programming apps too - it would be far less eye-strain. It would also help visually distinguish certian programs.

Since this would provide a little framework for it, it could maybe detect apps running in root and re-colour them appropriately.

Another benefit is that many websites look horrid if your browser is using a non-white background (because they don't explicitly set the page background). On many such sites, navigating when the browser view background is dark is near impossible.
