It has become apparent that most users are having problems figuring out how to convert the clock to 12 hour display.

It would minimize many questions if an option were added to the digital clock widget's settings to change the format to 12 or 24 hour format and feed the change to the Regional & Language settings.

First, there is already a clock where you can choose any display format you want (adjustable clock). Second, I don't think your reason is a good one. If people have trouble finding it, they should make it easier to find, not make a hack for a single widget. There are valid reasons for this option, but I don't think the one you listed is amongst them.

There's 2 issues here:

1) The default clock should be able to display 12 or 24 hours without having to go into system settings - it should just be a formating option for the digital clock. In my opinion adjustable clock is overkill and it is not installed by default (at least in my distro). Of course there's always the option of making adjustable clock the default but this would only affect first time users.

2) It's difficult for people to find where to change default clock display from 24 to 12. It would be easier if systemsettings had a little more included in the "local" module title like "Language, numeric, and time settings for your particular region" which of course is too much text or if the the date and time module had an explanation/pointer where to find how to do this

Probably the most natural place to find a setting for adjusting things like 12/14hr time in your clock is via the clock widgets themselves. The fact that the setting also exists somewhere else is no problem--the same is true of the pager plasmoid which allows one to adjust their virtual desktop settings.

I think the best place for 12/24hr option is in the Date and Time settings available by right clicking the Digital Clock plasmoid.

I don't think this is a good idea. I think the widget should have three settings:
- 12
- 24
- System
Choosing one of the first 2 keeps the setting local to the widget. It might be a little confusing if widgets start to change system wide settings unless that is their intended purpose(like say a volume widget). Optionally there could be a shortcut to change the regional time settings.

12 Hour Clock is the greatest cancer present in the world. Im glad its difficult figuring out how to set that :)
