I think it would be more intuitive to have all workspace settings in one place. I propose to move the 'Workspace Appearance and Behaviour' from system settings to the Plasma Menu (Tool Box).

So besides the shortkeys and the desktop settings there will be a separate entry 'workspace settings' in the Plasma menu (Tool Box).

Maybe there also could be other separate entries like 'Add effects' for adding a Kwin desktop effects as well.

What do you mean by "toolkit"?

I think he means the desktop right-click menu. It's the only place I can think of that meets his description.

With toolkit I mean the Cashew Plasma Menu. I'll expect the ' Workspace Appearance and Behaviour' in this menu, instead of in the normal settings

It's officially called the Tool Box (so you were quite close :)), could you please change that in the idea to make it clearer.

The reason why some of the settings are in System Settings is because they're "global", i.e. they apply to whole Plasma Desktop, while most options (except Shortcut Settings) in the toolbox apply to the current activity.

But why should you not be able to access "global" settings from a "local" application/view (e.g. accessing global Workspace Appearance and Behavior from any of the activities)?

So long as it is presented in such a way that distinguishes it as being the global settings applying to all activities, I see no reason why having a link to the global settings should not be allowed.
The distinctive separation of "global" and "local" settings (in particular not being able to access global settings that apply to an application from the application) primarily serves to confuse people who don't understand why they have to look in 2 different places to configure their desktop. Especially when you include that shortcut settings is an exception (though it is an interesting exception as it actually has both global and local settings within a single configurator).

Not saying that it can't be moved, I just stated why it's currently in System Settings. If the OP just change "toolkit" to "toolbox"/"Tool Box" I (or another mod) will approve the idea.

Why not add a link to open systemsettings to the cashew menu in the first place? Wouldn't that make a lot of sense?

This is a possibility, but most system settings (hardware, network etc) are not related to the workspace (as this is what I expected to find in the Tool Box menu). That's why I sugested things like "add effects" and "workspace settings".
