It says something along the lines of "many applications use this for tab switching". It doesn't say specifically.

I think the shortcut was for ctrl+(comma) with the question mark being there because the sentence was a question.

Popular applications like Firefox and Chrom* are using Ctrl-Tab for tab switching, so I think we can happily use it on our apps and use Ctrl-, (read it "Ctrl-comma") without creating much troubles to people.
Instead, this may be helpful to people coming from Mac OS X, who already do Cmd-, to do the same thing.
