Integrate usb_modeswitch with the Network Manager.
mockup If vid and pid of the USB device are in /etc/usb_modeswitch.d/ or ~/.config/kusb_modeswitch/list/; Network Manager allows to switch the USB device. Should be a script[imho writen in bash] that will check if there are devices that can switch and also switches the device.
Network Manager only run scripts. Standard list delivered with usb_modeswitch

You cannot even connect via your USB connected cellphone to the internet while your wire is plugged in (as it will automatically re-connect the wired net all the time) so I dont give that suggestion a change though.
