Icons in a panel are scaled to some extent. But not all of them are scaled - for example tray icons are fixed and have size of 24x24px.

I would be a good idea to have predefined heights (width for vertical panels) for a panel. Now we can use different icons sizes in Dolphin: 16, 22, 32, 48, 64, 80 pixels etc. These values are good to start with.

It also could keep consistent size of panels if we'd have more than one panel.

I would play with 'Height' button in the panel settings. Maybe I'd make it a mutton (button + menu).
