Create a module within system settings which will check and report on the functionality of installed kde programs. I envision the check to be something like the checklist processed during a typical 'config' script. The output log include "copy/paste" and "save as" functionality.
Was thinking that this tool could test each program installed (by creating a shell environment?) and reporting whether the program starts correctly and functions correctly. Example, an output for a specific kde app might detail whether a required database needed for the program was found, present when the system boots, or is enabled when called upon by the program. Where would it get the list of applications from?

I'm sure a .config file could list the meta-names of the available apps based upon info found on the KDE website. The menu selection on the KDE website called 'applications.' might suffice. either that or perhaps a README or log could be generated and kept in the "ftp://ftp.kde.org/pub/kde" or the "ftp://ftp.kde.org/pub/kde/stable/4.x.x/src/" directory?

I dont like it because it brings me a feeling of Windows. My believe is that anything like this should not be needed but the distributors need to take care that the default installation works.

it can be really interesting, you got my vote.
Why don't you extend it to software compiling; it can shows the missing libs and automaticaly download them
