[IMPLEMENTED] Global keyboard shortcuts more customizable

Current "system settings > global keyboard shortcuts" are limited to a set of KDE components: KMix, KWin, Plasma Workspace, ...
It would be nice that it's possible to launch any command/application with a combination of keys (i.e. to launch the konsole). It is possible to use xbindkeys, but I think it would be much better with a good integration in KDE.

This is already implemented: System Settings -> Input Actions.
