goal: copy, cut and paste text across all applications using the traditional Ctrl+C, Ctrl+X and Ctrl-V keyboard shortcuts.

All KDE applications follow Standard Keyboard Shortcuts ( which can be managed in System Settings > Keyboard & Mouse > Standard Keyboard Shortcuts ). Applications which don't support them are not allowed to re-use those shortcuts either I believe.
Bug reports should be filed for those applications which do not follow the standard, as it is a Usability issue.

Konsole doesn't follow them, but that seems to be because Ctrl+C and Ctrl+X have a special meaning in the terminal.

Correct, they are platform standard interrupt keys, and cannot be remapped I believe. Thus Konsole is an exception.

There _are_ standard copy-paste actions in all applications, already: At least on Unix systems, all GUI application copy texts which are marked with the mouse into the clipboard, and paste them on clicking the middle mouse button.

On Mac OS X you can use ctrl+c, ctrl+x and ctrl+v on the terminal for using the clip-board. But this behaviour causes problems in some konsole-applications. It wouldn't be good to use these short-cuts for the konsole.

I agree this is already implemented, unless jamieb22 can give us some examples to the contrary (except terminal applications where these shortcuts can't work).

Any KDE applications which do not follow this ( except Konsole ) should have bugs filed aganist them.
