Even when i have kmix volume at 0% kde still plays sounds when i log in or log out. I can't understand that, if i have my computer mute why I can hear this two particulars sounds still?. kde should have an option to change it (i don't know if something like that already exists).

This is already implemented.
Open System Settings > Notifications. Open the drop down list and among one of the "KDE" entries you will find "session starting" and "session closing" or something similar. Untick the sounds for those to achieve the desired affect.

Wrt the sounds not being obeyed, it is likely your master channel is incorrectly selected. Please ensure the correct channel is selected ( Right click KMix icon > Select master channel )

I don't want to disable log in and log out sounds in system settings.

I had PCM channel as master channel instead of master, thanks :) .
