It would be nice if you could tear off a notification from the notification area and display it on your desktop as a normal applet. Especially if you have many long jobs(like downloads) and you don't want a huge stack of notifications every time something new happens.

If you're talking about individual notifications, it's already possible - unlock widgets and simply drag the notifications (in the "titlebar") to your desktop. Is this what you want?

I checked this out and it's great! The only issue I have with it is that I need to unlock widgets to do this. What is the reasoning behind this policy or is it just because it has standard widget behaviour?

That's standard widget behaviour. You're moving a widget from one place to another. It's like moving widgets across panels, across the desktop or from the panel to the desktop - it all requires that you have widgets unlocked. That's the, "standard".

I talked to pinda (the one who did extenders for GSoC) regarding this a long time ago. When locked, you're not supposed to be able to move widgets or "mess up" your setup, which the extender could do.
I proposed to make certain widgets "floating" - they can be moved ever when widgets are locked, and they won't affect other widgets' position. Bball would be a good example for such a widget. However, you can also drop extenders on panels, and thus "messing up" other widgets' position. Well, he said that he would try to find a solution, but I don't know if anything has changed (although I doubt it). If you have any idea of how to solve this, why not create a new idea?
