In Gnome, it is possible to rearrange the order of applications in the taskbar by simply dragging/dropping.While it is not essential, it is a very handy and productive feature which I have become accustomed to use quite often. I don't think it would be at all difficult to add to KDE, and would code it myself if I had better knowledge of the KDE libs.

Have you tried setting sorting to "Manually" in task manager settings?

As alec said, just set sorting to manual. The same goes for grouping.
Man is the lowest-cost, 150-pound, nonlinear, all-purpose computer system which can be mass-produced by unskilled labor.
