This idea is somewhere in the middle between a bug report and a feature request: for more than a year a very persistent bug has been occuring for some people with ATI cards which causes a resize to show at about 0.2 fps. I'm one of these unlucky people so I can't use any desktops effects because one effect doesn't work.

Ideally this problem should get resolved, but apparently this seems to take a very long time. Another solution would be to add "draw window contents during resize" to the list of possible desktop effects. This way users having the problem can disable this, which would enable us poor saps to use the other desktop effects.

This is already possible: System Settings -> Window Behavior -> Moving -> uncheck "Display content in resizing windows".
This is not a desktop effect, because you can have it without composite.

I think someone was working on a nicer rubberband (a solid rectangle, similar to the one in Compiz).

That's something I hadn't seen before... I've just tried it and it does help a little (as now the frame has to be redrawn only once).
