Now session manager have options to restore previous session, restore saved session, launch empty session, and entry to specify programs disabled from session management, but in my opinion if i close session with opened windows that doesn't mean, that i want use such programs on next login. Because of this i disabled session management, but user may want to restart some programs after next login.

All you have to do is choose "launch empty session", then if you always want some programs to start you can add it to your autostart.

I know, just submited idea. I even create script to launch all needed programs, one of them needs avahi-daemon, which can start after kde autostart (now in mandriva display is opened early), script contains loop to test whether daemon is loaded, and sleep if not. Can session management support such situations? Maybe should be resolved in other place?

There is an autostart like what you describe - System settings -> Advanced tab -> Autostart. You are free to start up scripts and programs.
