Mac OS X can remember the last workspace that an app used. In the same way, you can manually asign it in the config panel.

It would be possible to implement this on KDE?

To manually assign a window to a virtual desktop, right click on the titlebar, advanced->geometry->desktop->force. To make it so it is remembered, use "remember" instead.
